State secretary Ciamba opens Romanian Chairmanship of Forum for Security Co-operation in Vienna

Secretary of state with the Foreign Affairs Ministry (MAE), George Ciamba on Wednesday inaugurated the Romanian Chairmanship of the Forum for Security Co-operation (FSC) within the Organisation for Co-operation and Security in Europe (OSCE), in Vienna, Austria, at the Hofburg Palace, the OSCE Seat, a MAE release sent to AGERPRES informs.

The FSC Romanian Chairmanship, a rotating responsibility every 19 years, is unfolding in an important context for the Organisation, linked to the several security challenges among which the crisis around Ukraine, the migrant phenomenon, the violent extremism and radicalisation, the terrorism, to which add the permanent erosion of the instruments on the measures that target the increase of trust and the control of the conventional weapons in Europe, the source adds.

Considering these security challenges, the Romanian Chairmanship decided to debate in the four-month mandate topics connected to the regional security in the Balkans and the Black Sea region, aspects that wish to implement the Resolution of the UN Security Council 1325 on women, peace and security, and also larger aspects linked to the nuclear non-proliferation, the military cyber security and the way of functioning of the instruments regarding the measures to increase trust and security, such as the Vienna Document 2011, the MAE release specifies.

The Chairmanship is to be operated by ambassador Cristian Istrate, Permanent Reprezentative of Romania to the international bodies in Vienna.

FSC is one of the two decision-making bodies of the OSCE (together with the Permanent Council / PC). Established 1992, the forum gathers once a week and offers an assessment and debate platform of the security and multilateral cooperation problematic to increasing stability and security within the OSCE margins.   

FSC has a mandate to deal with a large range of politico-military aspects, from traditional security to threats approach, such as the arms trafficking, mass destruction arms included. Its main tasks refer to periodical and of intense cooperation consultations on military security issues, the negotiations regarding the measures of growing confidence and security (within the working groups), the further cut of the conflict risks and the enforcement of the measures agreed upon.
